โดยอีไอซีเชื่อว่ารัฐบาลจะสามารถผลักดันให้เกิดการลงทุนได้ในปีนี้ แต่ปัจจัยลบจากต่างประเทศที่เพิ่มขึ้นจะยังคงฉุดรั้งการเติบโตของเศรษฐกิจไทย แม้ว่าสภาวะเศรษฐกิจโลกจะปรับตัวดีขึ้นเล็กน้อยแต่ยังคงมีความเปราะบางสูง โดยการเติบโตของเศรษฐกิจโลกในปีนี้จะเป็นไปอย่างช้าๆ โดยอาศัยแรงสนับสนุนหลักจากการฟื้นตัวของอุปสงค์ภายในประเทศของเศรษฐกิจขนาดใหญ่ ทำให้ภาคบริการกลายเป็นแรงขับเคลื่อนหลักของเศรษฐกิจในทุกภูมิภาค รวมทั้งจีน ในขณะที่ภาคอุตสาหกรรมยังคงได้รับผลกระทบจากกำลังการผลิตส่วนเกินและการชะลอตัวของอุปสงค์ในจีน ทำให้การค้าระหว่างประเทศยังคงไม่ดีขึ้น

         Looking ahead, the Committee would monitor developments of economic growth, inflation, and financial stability, together with associated risks, especially the impact of COVID-19 outbreak, in deliberating monetary policy going forward. The Committee would stand ready to use additional policy tools in an appropriate and timely manner. Such tools included the policy rate and other monetary measures that would help enhance the policy rate transmission as well as loan extension by financial institutions to reach the target groups.

เบื้องต้นเราประเมินเหตุการณ์ออกเป็น 3 กรณี ได้แก่ 1) มีการลงนาม Phase1 และเผยรายละเอียด Phase2 เช่น กำหนดการยกเลิกภาษีก้อนที่เหลือวงเงิน 1.1แสนล้านเหรียญสหรัฐ ซึ่งจะเปิด Upside risk ให้กับ SET Index ยืนเหนือ 1,600 จุด และหนุนกลุ่ม Global play ที่แม้ผลประกอบการ Q4 จะอ่อนตัว (TOP, IRPC, IVL) แต่เชื่อว่าตลาดจะมองข้าม 2) ลงนาม Phase1 แต่ไม่เผยรายละเอียด Phase2 กรณีนี้ตลาดรับรู้ไปแล้ว คาด SET Index แกว่งตัวในกรอบ 1,570-1,590 จุด แนะนำ PTTEP, PTTGC , AP, STEC 3) ยกเลิกการลงนาม Phase1 คาด SET Index เผชิญกับแรงกดดัน คาด SET เทรดกรอบ 1,540 +/-

The development and construction of the Project Phase I and Phase II will be undertaken during 2018 – 2021, and 2021 – 2023, respectively. Under BGRIM’s proposal, the company expects that the Commercial Operation Date (COD) of the Project Phase I for the primary responsibility area at U-Tapao International Airport and for the secondary responsibility area at the Royal Thai Navy Electric Welfare Concession, including the distribution of cold water to U-Tapao International Airport according to the plan, will be achieved by January 2021.
