ทั้งนี้ การที่ไทยจะก้าวข้ามกับดักของประเทศรายได้ปานกลาง (middle-income trap) ต้องอาศัยความร่วมมือดำเนินการในหลายด้าน เจ้าหน้าที่กองทุนการเงินฯ ตระหนักถึงความตั้งใจของรัฐบาลที่จะสนับสนุนการลงทุนในอุตสาหกรรมที่มีมูลค่าเพิ่มสูงผ่านการให้สิทธิประโยชน์และการใช้ประโยชน์จากเขตเศรษฐกิจพิเศษ (Special Economic Zones: SEZ) บริเวณชายแดน ทั้งนี้ ควรจะต้องมีการประเมินแผนงานอย่างต่อเนื่อง และมีการประสานงานอย่างรอบคอบระหว่างหน่วยงานที่เกี่ยวข้อง รวมถึงมีการสื่อสารที่ชัดเจนเพื่อเพิ่มประสิทธิภาพของนโยบายดังกล่าว
